Send him to mexico on an 18-30's holiday, theres plenty of people to hang out with there, lots of the opposite sex, booze is cheap, all he needs to re-charge his batteries.
ps I think he may not need your assistance past booking the flight and accomadation.

I must say not only in your case but also in E-2 ..to bring your children to a country where they cannot work at a young age ..but also have to leave at 21 ..its just plain madness..

Seattle is nice and scenic with the space needle, Pike's fish market, coffee houses etc. I have'nt been to Houston or Chicago??
