First time UK passport for dual UK/US daughter
 
For the countersignature part, does the person have to hold a current passport?? My IT manager does not have a US passport (I am here in the US).

If they aren't a Brit citizen, then no, they don't.

No passport required but I don't think your IT manager can countersign. The application notes list the acceptable professions for people who can countersign.

They don't need a passport even if they are a UK citizen.
