The answer may be somewhere in the middle.......

I called the 800 service number today, as my curiosity was getting the better of
me..... (yes, I know that the 800 number is not known for definitive answers on INS
matters

The person I spoke with did not know the answer and went to check with her supervisor
(the question was simply "can one file a 485 for adjustment of status prior to the
approval of a filed I-130 ?)....she came back with.... at some point you will get a
mailing from the INS indicating when you can file for AOS......

If I were filing, under these conditions, I would certainly call the INS myself and
ask the question prior to gambling with the 220.00 AOS filing fee, and quite possibly
throwing that money into the wind, by filing prematurely.
