Filing AR11 - Change of Address

I'm still waiting for the plastic green card to arrive. Recently I've moved and
needing to fill the AR11 form. On the form, the destination adderss is:
US Department of Justice Immigration and Naturalization Service HQ REC ULLICO 3rd
Floor Washington, DC 20536
Is the address above correct? What should I do?
1) Mail it to the address as written on the card?
2) Mail it to the local office which stamped my passport?
3) Mail it to the Service Center who will process the card?
Which one? I've heard conflicting procedures where INS will not update their records
in Washington DC eventhough you have mail the change of address form to them.
Filing the regular change of address form with the local Post Office will not help
since INS letter has a stamp that says "Do NOT forward".
Please help! Thank you.

Yea I am in the same boat. My immigration lawyer is not much help either. Just be
prepared to get your passport stamped again before it expires if you want to travel
out of the country.

Most folks have posted that the Plastic Green Cards come in plain envelopes with only
a return PO Box (it does not say INS on it), and are forwarded to new addresses by
USPS. You should sent the change of address to the Washington DC address, but it
wouldn't hurt to send one to your local INS office as well. Take Care. Shelley
