Default Exchanging drivers licence for foreign spouse - who countersigns the photo

We've been here almost a year and are about to exchange our drivers licences. For me it's fine as I have a recent British passport and so don't need anyone to countersign the application. For my wife it will be more complicated - she needs someone who has known her for at least 2 years within the UK to sign the photo. But her foreign licence is only valid for the first 12 months.

Has anyone had any problems getting in-laws (ie my parents) to countersign in a similar situation? Or found any other solutions? The rules say "no family"

Thanks

Can I exchange my driver's license for a foreign spouse? If so, can I have a young one?
