As long as the work permit wasn't fraudulently obtained, then your friend doesn't have any problems entering the US as a visitor. Should be especially easy since he/she can use their Canadian citizenship to enter the US..as long as the friend has a Canadian passport.

If he/she didn't overstay the work visa, and has no criminal background, and has otherwise followed all immigration rules, I don't see what they are so worried about?

Then, if he is a citizen of a country that is eligible to use the VPW, he applies for ESTA (answering the questions accurately and truthfully, of course).

If not, or if ESTA is not approved, he applies for a visa (see above).

End of story.

(OK just noticed that the person is a Canadian citizen - that makes it even easier - no visa needed, they just show up at the border and ask to be admitted as a tourist - they will either be admitted or they will be refused - simple ...)

Many thanks for the replies,so the best way to be able to sort out the confusion, is to take her to seattle on a shopping trip, then if she is refused entry, then we maybe able to find out why.
And great the correct term is waiver.

Is your friend Canadian? Because Canadians don't need visas for non-immigrant categories. All she needs to do is get hold of USCIS and get the mistake corrected on her I-129 and then USCIS will issue a new I-797.

I assume if it was the "wrong" citizenship then it was something other than Canadian so this would mean no visa is required, as another nationality it would be.

Also, TN-1 is only available to Canadian citizens so if that was the category she would have to show evidence of it when applying at the POE.

But anyway there's nothing to stop a dual-citizen from entering to visit, CBP don't really care as long as you have the right paperwork, obviously as a Canadian you don't need a visa to visit so just use a Canadian passport. They might ask about the citizenship but the explanation is valid.
