Eligilibity for V-Visa

I got married in March 1999. And i came back to US in April 1999. But due to mistake i didn't file for my spouse till Dec. 1999. And then I applied for my spouse in Dec 1999. And as per the new US rules for V-Visa she is eliglible for V-Visa. But what would be her cut-off date. Can she apply for V-Visa in March 2002 as she married me in March 1999 and she is waiting for visa for more than 3 years in March 2002. So does she eligible for V-Visa in or after March 2002.
