Default Electrical advice?

I purchased a Simran SMVS-2000 Watts Step-up/down voltage regulator with built in circuit breaker to run the following equipment:

1. Rexel 250 Paper shredder 220-240 volts 50Hz 4A
2. HP LaserJet 5000N Printer 220-240 volts 50/60Hz 2.5A

The paper shredder works fine, however, the printer is operating at a much slower speed than normal. Does anyone have any idea why the printer will not operate at normal speed?

Is it a USB or Parallel connection ?
Is it a different PC?
Are the lights on the printer as bright as before?
When you first turn on the printer does it go through the test and startup process the same as before.?
When you press the sheetfeed button does it feed as before?
