Question a dumb question about smart form

In section 9 countersignature, it says "complete the following in ink and capital letters". I didn't see it and told the countersigner to fill in his info digitally.
Is it OK to send the form? Thanks

Form for what though?

Chances are, it's fine. They ask for capitals because it makes it easier to read if filled in manually in most of these type of forms.

Because it wouldn't have been a dumb question otherwise? :/

US passport application form isn't called smart form.

Did I say it was?

Are you deliberately trying to be difficult?

Ooops. My mistake.

Wikipedia says it's something to do with the Australian Government Information Management Office:

Even British Expats don't know form contents off the top of their heads. For best results, give complete information.
