Driver's licenses are issued by the state, and the rules vary widely from
one state to the next. In many states (I don't know about Illinois), you
must have a Social Security Number before you can apply for a driver's
license. So the steps for you would be (assuming you don't have one yet):

- - arrive in the USA. For the time being, use your foreign driver's license
to drive. You can probably apply for your driver's license, and maybe even
take the written test, but can't take the driving test until the SSN is
issued. At least, that is the way it was in California years ago. So you
will have to do your own research on the rules in Illinois today,
unfortunately.

- - apply for an SSN with your L-1B.

- - as soon you have the SSN, finish applying for your driver's license
(whatever may be necessary at that point).

For your husband, the steps are similar, but with one more step added:

- - arrive in the USA

- - apply for employment authorization.

- - once he has the EAD, he can also apply for an SSN and follow the same
steps as above.
