That would depend on the state law. Each state is different. If you can
show residence and have an SSN (which most states seem to require these
days) then my guess would be yes but check with the state DMV.

States have now been explicitly told by the SSA that they (the SSA) will
no longer issue SSNs for the purpose of getting a drivers' license, and
that they (the state) should use some other identification mechanism for
their licenses.

Many states have issued new rules for issuing drivers' licenses to
aliens and typically require evidence of valid status with a duration of
12 months or more.

Talk to your state DMV.

If you didn't receive anything yet that 'makes you legal' they wont let you take the test, I had to wait until I finally had the employment authorization card in my hands, they didn't accept just the approval letter - I tried. Now I finally have my drivers livence, after 6 years - yey
