Re: Drivers license
What language is his license in? …. If he's from the UK he will have to start over and take a road test anyway, and his licence is already in English, so I am not sure what the problem is, other than the DMV person he spoke to is either an idiot, or just being an arse, or perhaps both.

You do not say who told you that. This is the official SC site which you should use as your source of information.

That said, a few more details about exactly what you asked, what steps you have taken and details of exactly what you were told would help us give you more specific advice - not least how they expect you to get a UK licence translated, and into which language!

Re: Drivers license
Interesting that they even care about OP's husband's British licence as no state actually swaps UK licences for their own! I wonder if the DMV minions don't know this and are going through the process for swapping an foreign license from somewhere the state does has an agreement with? In which case they'll probably get a few steps more down the process and then discover it doesn't apply to UK licences, thereby wasting their time and OP and her husband's.
It'll probably be a lot faster and easier for him to simply start over, get a learner's permit and take the test. If SC is like every other state it'll probably be a breeze.

I think that at least some states will swap a German licence (also a French one) and as there are a number of substantial German investments in SC, I think there is a good chance that the nitwits at the DMV think they are trying to process the swap of a German licence. I wonder where in SC Debdes is located?

Re: Drivers license
He should go into yet another DMV location, but this time don't show them his UK license at all. He should just tell them he's new to the USA and needs to apply for a SC drivers license.
He should bring proof that he's in the US legally.

Re: Drivers license
….. The link to the SC DMV already provided by Midatlantic, above, will tell him what to take and present, and under "real ID" requirements for DLs it is going to mean some heavy-duty documents, such as a passport, green card, etc.

Congratulations! You must have found the person who's turn it was to have the SC DMV's shared brain that day.
