You more or less can on the west coast of the US, tolls have never been popular, and although we have some in Southern California now, there are several other freeways one can take and never pay a toll.

I always knew it as four by two. Irish builder Dad and Northerner builder ex both said it that way. Also have heard it used in London cockney rhyming slang for the word 'Jew'.

Thankfully not heard that in many years!
