did you receive your DV 2003 notification letter in October 2002?

Default did you receive your DV 2003 notification letter in October 2002?

I received my notification letter (saying that I won DV2003) from KCC unusually late on October 2002. The letter is dated on October 4th. I think that there was something wrong, because in the webpage of State department it says that you should receive the notification letter by July or you better forget it. Does anyone have any idea and/or information why this happened in this year? I am pretty sure that this case is not something which repates every year!

Another issue is that I have a high case number EU4xxxx. I feel like that I am suppose to forget GC this year and aplly again for DV 2004 and pray(!) not only to win but to win with a low case number Does anyone have any information about the number of people who win the DV-xxxx but couldn't make the story end up getting the Green Card. Everybody knows that KCC chooses ~100000 applicants but only 50000 of them get GC. So what exactly happens to the rest (lost mail, moved out,changed mind etc., but %XX waited for their turn but the DV cut-off number never increased up to their case numbers)? Any statistics, any information (what is this number XX approximately)?

Do you guys also have any idea about the top (upper limit) case number in EU? If 14000 people from Europe gets his green card are they ideally the ones with the case number frim EU00001 to EU14000?

Late notifications are fairly common, although in the past they happened
in August or September. Several people reported receiving their
notifications in October, though.

As far as I know, in the past almost everybody who won and was still
interested was able to get their Green Card. In fact, DoS notifies
100,000 people because experience shows that if they notify fewer, they
wouldn't be able to issue all the available Green Cards.

Many of the people who win eventually are either not interested, or fail
for some formal reason (for instance, not having listed all their
children, not having signed the form properly, ...)

I don't think so. Somebody else here recently mentioned that actually, the
rank numbers aren't within your region, but rather worldwide numbers. I'm
not sure if that's true, but it would mean that anybody with a rank number
below 50,000 should have a very good chance. Come to think about, most
likely this indeed is true. I doubt that DoS notified 40,000 winners just
from Europe.

According to DoS they have notified 29226 people from Europe that they were randomly selected. My case # is EU4****. Obviously EU4**** dos not mean that I am 4****th person selected in Europe because there are not so many people selected from this region. Yes, 4****<50000 but does it really mean something?

Ok. I called KCC again. They are positive. The women told me that she expects the case # 4**** to become current in June, July or August. She said that I still have chance to get GC. She also advised me to call the local INS office and ask them how long this process can take. For some INS offices it takes up to 3 years! (GC should be taken before Sep 2003 if your a DV 2003 winner). So, it sounds like that to go to home country is more advantegous in such a case.
She also said that 4**** is in the second wave of sending operation. There is a second sending operation because they discover (for example) that some selected people have more than one application. And so they disqualify them and so on...
Whatever the result is going to be, I hope that DoS has worked out some statistics and selected the number of DV winners (~90000) due to this statistics so that all notified winners, who really wants to get GC and is well-qualified, can get it.

I have been INS in NYC in this morning. I waited for an hour to get in the INS building and another 1 hour wait to speak to the officer. The officer told me that INS will take 45-90 days to process the Green Card Lottery case. I should be informed by INS in this period. And she also said that Green Lottery is on another line. It won't mix up with other Green Card applicants. Make sure put the "DV-2003" on the front of the mailing package.

At least, that's the theory. I have heard horror stories about NY INS,
and would not trust what they tell you, only what people tell you who
actually went through the experience.

As for your second question, yes, DoS tries to notify just enough people
based on how many were disqualified in previous years.

Yes, I heard today that in my country of origin, some 1500 people got notified just few days before that they won DV lottery !

I never heard they send this late too ! anyway, it's just good if DV lottery is good thing for US. Although i am strongly critical of this DV lottery system of immigration.

My next question is very clear and short:

Does anyone know any case in which the lottery winner having a high case number could not get the green card only and only since his/her case number was high and 50000 cards had been already distributed till the cut-off number increases up to his/her case number?
I mean, is there anyone around who can say that "there used to be a friend of mine (or myself) who had a case number of EU4**** or EU5**** and didn't get any chance to proceed forward but just waited till september 30 so that the cut-off number would increase larger but it never did happen"?

They issued 85K notices, I think number 40K has a good chance to win, assuming you responded asap to their notification

Well, what difference would this make, really? I mean, you gotta wait till your number's up, right? So what's the point in all this rush?

Elsewhere it was said that if you are adjusting your status, then you need to submit the paperwork to the INS immediately. Then again, if your number is 40xxx, what are you gonna do?

I will talk to another immigration attorney, as I already had a conversation with one of them. The first one told me that I have to wait and watch the Visa Bulletin and pay him another visit with documents ready so that he can deal with the paperwork. However, I am not very satisfied yet. Therefore, I will go to another attorney. I am still not clear about the question whether to send the paperwork now or later!

They may have sent 85K letter out. but this does not mean anything, because thet will give only 50K green cards.
