Default Departure record for GC-Holders?

How does the tracking of GC-Holders work?

I´ve never noticed an INS officer when I left the country and the airline personnel does swip the card or the passport, so how does this system work?

It doesn't. Well, INS has access to airline passenger manifests and the like, but for
the most part, they don't really keep track of your goings, and barely keep track of
your comings.

There are proposals in Congress to change that and implement an exit-tracking system.
In fact, it had been a law already but was repealed before it was implemented.
