if you are not yet a permanent resident but have a SS # can you apply for credit cards? If so can someone point me to some that dont require permanent residency?

I have a US citi bank Mastercard credit card. I also still have my UK citibank visa card (must get round to telling them I am over here)... Oh by the way, my Nationwide (UK bank account), account is still ok with me living here in the US. They were very happy for me to just provide a US address and keep that account open.
