No, I stopped subscribing to DHS's Enforcement Bulletin because it depressed me too much. But, a quick google of the phrase led me to a lawyer, whose opinion I respect, detailing exactly this, 'oral claims at the border'.
Mr F has represented a case. I have a GF here who was able to skate through it; she had registered to vote but not voted. The DO here let her retract her N-400 and wait 5 more years instead of deporting her.

It specifically asks about offenses for which you were not arrested... which are quite different than offenses for which arrest is not even a consideration.
