I've been struggling to find where it states this. Found it eventually on this document, page 14:
Class 2 NICs – monthly payments will be collected monthly, 4 months in arrears. Each payment will cover either 4 or 5 weeks, depending on the number of Sundays in the month for which the payment is due.

Yes, as you state, those are generic Class 3 rates because they do not know yet know your work history or that you now work overseas. Once they process that they should apply the Class 2 rates so long as you qualify which you most likely do. But, it will be long wait for a reply, likely sometime early summer of 2024. But perhaps they will improve upon that.

For anyone wondering what the current time line is, my wife logged in this weekend to find that she should expect to receive a response to her CF38, which was received in February, 2023, by February, 2024. It said that they are currently dealing with CF38s received in September, 2023.

I sent my CF83 2 weeks ago - first class USPS.
Does anyone remember - how long after posting yours, did the HMRC website (https://www.tax.service.gov.uk/track) acknowledge the form had been received?
Is it weeks, months, ....what should I expect?

I posted my CF83 on 14 July from Wisconsin. Today I logged in to the gateway and there's this note below. No reference number and it wasn't an online form so I'm not sure what that's about. I may call them to verify that this is in fact my CF83, although I can't think what else it could be.

...but there are reports on the forum of forms not arriving due to the fact there is no POST TOWN in the address, for example Newcastle, which befuddles USPS or whoever the carrier is.
The form does not mention this, but if you use a courier to send it, HMRC website says use a different address

I've been monitoring my form tracker on the app for a while. It has now changed status from received but not processed due to delays to this form type 'online' ( Not sure what this means - have they read it and just waiting for a response now) By snail mail? Wish they would send an email!
