Hey there. So I really want to get my dual citizenship and I am trying to figure out how to go about it... I was born in California in September 1987 and currently an american to my British born mother. From my understanding, I am thus considered a citizen by decent, and therefore can become a dual citizen. Is this correct? And if this is correct, do I need to "register as a citizen" before applying for a passport or can i just go ahead a apply for the passport with no other steps needed? Any info would be super helpful and greatly appreciated.

You are already a USC because you were born in California. All you need to do is apply for a US passport in order to travel to the USA.

It wasn't clear from your post, but if you are perhaps asking about becoming a UK citizen, this is not the right forum, as this forum deals only with immigration to the USA, or becoming a US citizen.

If your mother was born in the UK herself, you are very probably already a "British citizen by descent." This should help you: https://www.gov.uk/check-british-citizen
