Changing status from B1 to F1

My nephew got refused F1 visa application. He wants to try with B1 as he came to the US in this visa several times in the past.

Now, the question is, he wants to come in B1 and change status to F1 as he already got admission and assistanceship to pursue a CPA course here.

Please suggest me in this matter if he can change status to F1 from Business/tourise visa.

In order to do that, he would have to declare his intent to change when he enters the
US and make sure that the INS officer notes it on his I-94. Given that he already has
a school and that his F-1 visa was denied, chances are that he would also be denied
admission.

The better strategy is to find out why the F-1 was denied, fix the problem
and reapply.
