Change of address after signing I 134

Change of address after signing I 134
Ok, another day, another question.. 
As I understand it, if the USC changes address after signing the I-134 she has to inform the INS using the I-865..
Therefore, who does she send the I 865 to? The Service Center with jurisriction over her area (Nebraska), or to the INS Field Office that covers her area (Missouri)??

The address is on the form itself. Send it to the service center that covers the
new address. I filed one of these recently and received an NOA within 3 weeks
from the TSC

The address is on the form itself. Send it to the service center that covers the
