I wouldn't know about expensive data plans -- I use such tiny amounts that I have the bare minimum. However, to my point about having good coverage at home (where I also work), I live in an area where storms can wreak havoc -- people in town have been without electricity for a week now after the last big one -- and it is good to have a service provider that one can rely on for contact with the outside world when the wifi isn't working! That's why I stress talking to the locals.
