Yes. You can also look for work when on the Visa Waiver Program. Word of warning - do NOT sign any papers... that'd put you in a world of hurt! :)

I did it while on VWP and managed to land myself a job with a sponsor for my H1-B. BUT when going through immigration I had skis and a story about going to ski with friends, which was true, but I was also job hunting. I made sure that I didn't have any hard copies of CV etc on me at the time.

I've entered on the VWP in order to interview for a position (a few times over the years), and the POE officer was always fine with it.
