Can the spouse (H4) of an H1B holder apply for work?

I have told that there is a way of converting from an H4 (not entitled to work) to a temporary working visa, so that that person (H4) can apply for temporary work (that is, not work which would qualify for a priority H1B visa).

If everything is as you say, and no other benefits are being sought, like
employment-based permanent resident status, or another temporary status like F-1 or
J-1, then it can be stated that the H-4 cannot obtain any kind of employment
authorization.
