What are the laws on applying for DL in CA for those on visit visa? I
can't find the info at dmv's website

You cannot get a CA DL on a tourist visa or WVP

Here you are:

Adults Visiting California

Visitors over 18 years old with a valid driver license from their home state or country may drive in California without getting a driver license as long as their home state license remains valid.

Thanks. I found that out calling the number at Federal Trade for
consumers website.

When you do something like this, you run the risk of them finding out
later when you try to go to the US again. Having a US DL may show
evidence that you are not just a tourist, but are attempting to live
there.

My understanding is you need to have an address in the state your are
applying (as well as an SSN for some states). I know in the 90's it
used to be easier to do, as well as easy to get an SSN, but they don't
issue SSNs for people who just want to open bank accounts as
non-residents, there's a tax number that replaces that (for bank
account purposes). Some banks don't require either, you can open an
account under "foreign status".

If it comes up at the POE, they're bound to ask questions like why you
couldn't get a DL in your home country before travelling to the US.

I have a friend who is here on a B, he got quizzed a few trips back, the POE spent a lot of time trying to track down his US DL apart from other things as they were suspicious.

He did not have one, if he had he would no longer be visiting the US.

What should the letter from SSN says if the visitor doesn't have SSN?
