This is a rather basic assessment of the word. Having just checked with a barrister I went to University with, the word 'unlawful' is used to apply to tort law. 'Illegal' is used to refer to criminal law.

So, you could say that streaming videos that infringe copyright is potentially unlawful (enforced by the copyright holder) you can absolutely _not_ state that such an action is 'illegal', unless there is a statute in criminal law that prohibits this.

If you watch British TV shows without a licence it is a criminal offense.

Official TV Licensing website - Detection and penalties

There was an attempt by the government to change this last year but failed.

This only applies to live TV. You can watch BBC programs without a TV licence on streaming services as long as it is not a live stream.

I agree. I have been prompted several times as to whether or not I have a UK TV licence when watching recorded programs on iPlayer. (It doesn't ask every time).

From the TV licensing link I provided above, a TV licence is required to
download or watch BBC programmes on iPlayer – live, catch up or on demand.
