But if money attracts money and a black family have the money and status to move into a neighbourhood, why does that automatically mean a lowering of value of the rest of the homes in the neighbourhood?

It's unfortunate that Black History Month is still needed in this country (and it is). It is unfortunately the case that some education districts don't really know how to handle it to make it beneficial and can actually end up causing some damage.

But to suggest a given property is a predominately black, or hispanic or whatever "minority" neighbourhood will all other things being comparable be of similar market value, is being nieve.
I think the US phrase is Transition Neighbourhoods - which equates to areas the have been poor/minority but are becoming gentrified. The process works both ways.

the thing is, because racial segregation was around until the 1960s many things were already established as being either black or white - schools, colleges etc. Although other things are newer than this I'm sure the reason why they are separated as black stems from the same background because that is what everyone is used to.

"Various" music awards??? What like the CMT awards (Country Music television) because that's probably the only mainstream music awards that I can think of were Blacks are not as equally represented as White's.
