Sorry but that's not the case; read the book I previously suggested and you'll understand why.
Wholesale surveillance is not only unnecessary but also it's ineffective and costly.

I heard a worrying statistic but I'm not sure if it's true:
Your average US cop can hit a 1 ft square target only 6/10 times from 25ft.
I thought that seems a little low, 25ft really isn't that far.
