Yes, you can put your Barclays card in a BOA machine and, in my case at least, withdraw up to around 900 bucks a day with no fee. You must accept their exchange rate though.
If you link different pay pal accounts to each bank account you can make a payment to yourself. The charge is something like $40 I think, maybe a bit more.
