A gif is a set of images played one after the other. So if you want to make a gif of say 10 images then you will need 10 jpegs. You then run your software package that makes gifs insert your 10 images and resize to the desired pixel size.

Right click on image (your jpeg)
choose edit
will open up in paint
go to file - save as
choose gif
hit save
done

Or get this

It will also resize things for you.
It's free and completly free of adware and all that shite.
been using it myself for years.

A GIF is an image file format just as JPEG is -- it is *not* a video format. You can convert between the two formats easily enough, but I haven't sorted out how to make a moving avatar.... I can think of one way to do it but it's not pretty and would depend upon you linking to a server.

I'll have a look about and see.

Here are three, but they are only going to make an avatar in which you already have the images available (though I would imagine they might allow you to edit all of the images in an existing avatar, resize them, and bundle them back together:

Errr...did anyone actually bother with that gif works site cos it does the image converting, resizing and all that, and it's free online based...

my memory sux,when i have a gif image n try to upload it,it says it too large,but when i go to attributes in paint,it just chops off some of the image,not just make it smaller,pls help
