No, nearly 93% of British are white. So 9 times out of 10 I should be right in guessing a person's skin colour if they say they are British, statistically speaking of course.

My fiancee had some interesting comments on this one: she had to get over some real prejudice against the British when we started dating. Apparently (in her school at least) the school system taught them to hate the British and what they had done throughout history, perhaps there are less forgiving people in your area?

Wow. Now that's a new one on me. But, the US is a big and diversified place and I'm just glad I never came across that on the West Coast while growing up.
