OT - Monterey's quite a wealthy city by Mexican standards so not sure it's the best comparison.
Nearly lost my wheel on the way to JFK last year. A manhole cover was missing on the highway.

NYC infrastructure is about 100 years old in most places, and it shows...

Yeah, thats why I said I'd like to see the numbers. Its got to be a balancing act between overspend on idle machinery vs penalties for late delivery, probably with a dose of bonus for early delivery thrown in. Apparently a lot of the new construction around us is private investment funded by tolling once completed - not sure if that is gospel, or rumour..
