I guess thos cut-off numbers are the case number (or rank number) of the applicants. For example in 2000 the last person who was able to get a GC had a case number of EU21030.

I hope this not true though. Because like soem of you, I received a late notification letter from KCC with a case number of EU4xxxx. With this case number GC looks beyond the horizon. It is so bad that they distribute hope to people and later on say that they are sorry (or they don't even say it). Around 90000 applicants have been selected among ~6 million people, but it looks like this does not have a much meaning if your case number is not <20000

I contacted an attorney and he advised me to wait and check the Visa Bulletin regularly each month whether the cut-off number approaches my case number. So he recommend me wait till I see 35000 there and visit him againif this happens. However, KCC told me to fill the forms and send them to KCC immediately. What a contradiction, lawyer says "wait, don't send anything" KCC says "send them right now". Which one is to be corect?

hey! what country R u from?and r u in USA currently?
why don't u then( if u r in usa apply for adjustment of status)?
I am also worried how it all works, I mean numbers, further consideration. My number is also 34*** and I got it a week ago. I hear they send it late for europian people. I hope everything will be ok.
I will try to do my best, but no matter if u have a loyar or not u may loose, so u may win.

I am in USA currently. Does it matter from which country I am? I mean it will make any difference if I am from France and have a case number of 4**** or from Ukraine and have case number of 4****?

A lawyer advised me not to dream too much but be prepared in case miracle happens and case number comes up to 4****.

I am not happy with such a result. I wish they wouldn't have send me a notification letter in October with a case number 4**** which equals infinity in this case.

It also depends on whether you elect to use Adjustment of Status within
the US, or use a consulate abroad. I believe (am not sure) that with AOS,
you actually don't have to send anything to KCC.

Well I called INS office and they told me that a number like EU38564 or EU35746 is a winning number from all numbers(550000if u remember. For The EUROPE they only have 14000, so we must do it right away.
I got my winning letter on 10 of october.
I am from Latvia and the post they gave me is Poland, they said U can not choose your post. It deppends where R u originally from.
Is anyone from U guys who replied IN USA right now? Is any of U in New York?

They are both correct in a sense. The attorney is obviously planning for
you to file Form I-485, applying for adjustment of status, at the INS
district office for your residence. INS will not accept the I-485 until the
first day of the month in which a visa number is available. Then there will
be a processing time between filing and interview, usually of several
months. At the interview, if everything goes well, and the interview occurs
before September 30, and a visa number is still available, you will become a
permanent resident.

KCC is giving you information concerning consular immigrant visa processing.
In taking that path, you *do* send the forms to KCC. The consular post can
then schedule an interview during the first month that a visa is available,
usually. At the interview, if everything goes well, and a visa number is
still available, you will get an immigrant visa. You can then enter the
U.S. and become a permanent resident upon entry.

So generally, the I-485 will take longer than consular processing, and
therefore your chances of success will not be as good.

A friend of mine told me that a person with a case number of EU03*** got her Green Card in January in USA (through INS) last year. So, obviously she filed her documents to INS in October. Since she has so low case number and the process finished in approximately 2-3 months.
