In the US all electrical work revolves around the NEC (National Electrical Code) each state has its own idiosyncracies/amendments so a state licence from one state does not automatically qualify him to work in another state.

As Vimto has mentioned engineers and electrical workers/electricians are viewed very differently in the US. The line between the two in the UK is a lot narrower.
