In the US all electrical work revolves around the NEC (National Electrical Code) each state has its own idiosyncracies/amendments so a state licence from one state does not automatically qualify him to work in another state.

You may want him to get in touch with you local IBEW office..for electricians

or look up taking the 'FE' or 'PE' exams if he's an engineer.

As Vimto has mentioned engineers and electrical workers/electricians are viewed very differently in the US. The line between the two in the UK is a lot narrower.
