Travel insurance for a long term stay is fine as long as you don't get sick ( they'll just repatriate you) or if you have ongoing non-emergency medical needs ( which thy're unlikely to cover). I know someone who did do this for their mother, but it be sme more and more problematic as time went on.

This whole idea is a non-starter, unfortunately.
1. Can't get the 78yo to live here legally.
2. Difficulties convincing immigration that she's only coming over for 2-3 month 'holidays' at a time.
3. Massive strain on the body of a 78yo with many flights per year to-ing and fro-ing from the UK.
4. Expensive and dubious coverage under 'travel insurance' when in reality she is living in another country for months at a time (they would soon cotton onto that, and if they realized during a medical emergency, would she actually be covered, or would they just sting you with MASSIVE, bankruptcy-level medical bills?).
The only realistic option if she HAS to have her family live with her, is for the OP to move back to the UK.

I would guess extremely limited coverage. If treatment for any disease or illness were necessary, I would guess that that is not covered beyond emergency room treatment, for example.

So someone coming to the UK to the US for 6 months will not have their usual day to day medical treatments covered.
Medical insurance plans with benefits for overseas travel will cover day to day medical treatments.
We met some Canadians recently who are snowbirds in Pheonix in the winter. Basically they take out travel insurance, bring as much medication as they can and rely on the fact that they will return and/or be repatriated to Canada in the case of an emergency.

I think for right now no possible decisions should be made as everyone is grieving.
LLs mum may not want to move anywhere and she may also be very upset if LLs family disrupt their lives to move back as well.
If mum is fairly fit and healthy then maybe plan a vacation out to visit in a few months or maybe Christmas time when it is harder being alone. Also the summer visit for grandson will probably be a great way to keep her busy and have something to look forward to as well.
Sorry to hear your news LL, you are reversing roles now and it may be when mum is feeling stronger from the loss of her husband that she will surprise you with coping with life much better.
