Writing to the consulate is a waste of time, paper, and a stamp. As described above, the law has been applied correctly.
He'd be looking at a 7+ year wait. Priority date of F2B is currently June 2011 and will probably get worse. They could convert to F1 after they become USC, but that's no better right now (April 2011 PD).
Let us face it most people do not come up in the lottery, once they arrive in the US they can petition for him as long as he is unmarried and stays so.

OK, thank you for providing some of the relevant dates. Please note that the date he was selected does not freeze his age. Yo need to do a CSPA calculation. He was 21 years 9 months on the interview date -I will assume this was close to the date the rank number became current. Since they were selected in April, you can subtract Oct 2016 (the date registration began) to April 2017 (the date fo selection) from his age. this is 7 months. The child's CSPA age is 21 years 2 months. Unfortunately in this case it appears that the visa officer did not make a mistake.

According to the requirements part of the criteria to be eligible for the DL is that you have a high school education and work in a field that is listed as a qualifying field and have worked in it for at least two years.
So why is this father not able to work and must rely on his child to support this man's family.

They applied for Diversity Visa in Oct 2016
They got selected in Apr 2017
Filled the application forms and posted in May 2017 then got a case number
Case number showed in Visa Bulletin website in Apr 2018
Interview was in June 2018
Visa Granted to the whole family except for the son in June 2018

Sounds like the newphew dodged a bullet.
At 21 he should be starting to make a life for himself, but instead was expected to support the whole family. The family should have thought how they would be supporting themselves not relying on him.
And maybe they should learn some English seeing as you know, they were going to be moving to an English speaking country.

I am looking at the current circumstances and family supporting each other is cultural thing.
in some countries when kids are 16 they leave their parents and never see them again.
where we came from, family stick together and support each other no matter of the age

Assuming they calculated correctly, your family now needs to decide if they want to immigrate without the 21 year old, and then once in the USA start the process for his immigration (which will take many years).
You guys have a lot to consider.

Your original question has been answered. If you really want to debate this with the consulate, you will need a lawyer. At least have a consultation with one who can confirm that the ConOff calculated correctly.
Assuming they calculated correctly, your family now needs to decide if they want to immigrate without the 21 year old, and then once in the USA start the process for his immigration (which will take many years).
