I don't think the job has to pay above the prevailing wage - just match it. They don't want American workers to be undercut.

oh ok, that makes sense regarding not wanting to undercut American workers.

With regards to qualifications, my degree is in History & Anthropology, so not related to graphic design at all. I do have an FdA (think degree without the final year) in Digital Media Design if that is of any help?
