What should be put for Father's Full Name on passport application?

This seems like a simple field to answer, but more complicated than
you'd think.
My friend's situation is below. I didn't know what to tell him.
Thoughts appreciated:

The name of the father on my birth certificate is definitely not my
father. Everyone (Me, my mom, the man on the birth cert and my real
father) all knew who the father was. My mom was married but separated
to the man that is on my birth certificate at the time of my birth
(they're now divorced). The man on my birth certificate has never
needed or been required to pay child support for me (if that matters
at all); he did pay child support for my half-brother. My real father
is a Portuguese Citizen and still lives there; I'm a US citizen, born
in the midwest.
So, who do I put as "Father" on my passport application?

IMHO I would say that your "legal Father" is the man on your birth certificate and use that
