And what is it used for? Do you have to have one pending in order to file for a K-3 Visa?

I-130 is a petition for alien relative. You use this form to get Green Card for your spouse, parents, etc. K-3 visa is a non-immigrant visa for spouse of U.S. Citizen. This visa allows the applicant to join the USC even though I-130 is pending. Many times I-130 approval can take more than a year.

One needs to enclose NOA of I-130 with I-129F when you apply for K-3. So yes you need to have a I-130 pending to apply for K-3

Yes, A pending I-130 is required before
filing for k3.
I-130 is a petition for obtaining a
family-based green card.
BCIS web site has all the details
regarding I-130.
