Default What does "complete relative" mean?

I'm trying to bring my 19 year old son here from Canada. I am now a US resident and
trying to figure out the best (hmm, I guess really the quickest, to be honest) way to
get him to join me and my husband.

In Form I-485, under who may file, reference is made to "filing this application with
a complete relative". I've been unable to find a definition of this term. I'd like to
know so I can decide how to proceed through this new maze. Can anyone help out?
