welcome notice

Last January I received a welcome notice. It tells me it will take 3 weeks
to receive my new card in the mail. Now I just got off the phone with
customer service and they tell me it will take up to a year, not 3 weeks.
Okay now a little something that I don't understand about the letter. I
filed for an I-751 obviously on time however this welcome notice tells me
that my status is still conditional and that I have to apply to remove the
conditions. Now I tend to believe that this is a standard letter but I was
under the impression that I would get my permanent green card without the
restriction since I filed my I-751 form. Then again maybe it refers to other
restrictions I don't know about. Can anybody shed some light on this?

Maybe they sent you the wrong letter. Did you get a letter saying your
green card was extended by a year? This generally comes within a couple
of weeks after they get the I-751.
