US visa for Australian living in Canada

We are currently living in Canada (having Canadian PR) planing to apply for USA visa just for small unplanned trips on weekends(once every month) because closest city is in US. Me and my wife will need a B2 visa to enter US but my son is having Australian passport and can go on VISA WAIVER PROGRAM but I saw some where that anyone on VISA WAIVER PROGRAM will need to exit in 90 days and going to Canada will not be considered as exit in that case

1 If my son goes to US then goes back to Canada will that come under over stay.

2 Will he need to apply for VISA WAIVER PROGRAM every time he is going to US or VISA WAIVER PROGRAM is like a multiple visa (once done good for x years).

3 Should I apply for B2 visa for him too?

I really don't understand your issue. If he's a Canadian PR then he's not returning to Canada for the purpose of resetting the VWP clock... he's returning because that's where he lives. There's a difference!

The ESTA application is valid for 2 years.

No.

As Ian says - returning to his home country is different from flag polling for the purpose of resetting the clock.

Just to add to what Ian said - CBP are supposed to (but usually don't) ask to see your PR card to establish that you do in fact live in Canada for the purposes of establishing your non-immigrant intent. (Not that you wouldn't go without it, but make sure you take it into secondary with you when they fingerprint you and take your photo).

CBP and CBSA linked up their entry systems anyway for third party nationals years ago and for everyone last year.
