Does a person holding a Permanent Resident Card, which is currently valid
until September 20, 2004, need to obtain Advance Parole in order to travel
outside of the USA?
Also, is the 'Permanent Resident Card' equivalent to the 'Green Card'?

No! You are a legal permanent resident of the US and are free to come and
go as you please. Permanent Resident Card is "Green Card" - just not green
any more.
