Default TD visa for my step daughter

I am working in US with TN visa. But 8 year old step daughter is landed
immigrant of Canada, but she is in China now. Should I apply TD visa
for her in China or in Canada? I donot think she has to apply in
person, can I just ask someone else to apply the visa for her? Thanks,

You are right, children don't need to apply in person. She should apply at
the consulate in the country where she physically is located. Mailing a
passport across international borders is generally a bad idea because you
may end up stuck in a country without a way of leaving it.
