whats the procedure you have to go through for a UK citizen to get a student visa
to the US?

Apply at the US school you are interested in. The school, if they accept you, will
issue form I-20. You take that to the US consulate and apply for an F-1 visa (of
course, together with passport, application form, picture, fee etc.)
