Default is stepchild age determined by application date or visa issue date?

My stepchild is 17 and 6 months. The I-130 application is submitted
and first notice recieved, California Service Center.

Rene intimated in another post that the stepchild immigration age is
determined by the Visa issue date, rather than the VISA application
date. We are cutting it close, VERY close.

'IF' it looks like the VISA will be issued after the 18th birthday,
should I start a separate proceedure for the Stepchild or should I
wait and see what happens?

If I do need to start a separate proceedure what proceedure should be
started and who should I send it to?

If the I-130 is filed before the step-child turns 18 you should be just fine. They are protected by the CSPA.

Thanks for the reassurance! I was getting worried! I checked her
birthday and found it's only 4 months away (September)! People tell
me I worry too much.
