If you are a visitor why do you need an American driving license? The answer
to your question is no but you can drive on a legal foreign license as a
visitor and even rent a car on a legal foreign license. Hoping I am wrong
and sorry to judge but your question has some very illegal overtones?!

You can get an international driver's license in your home country. You will
not be issued a US state driver's license on a tourist visa. You have to be a
resident of the state in which it is issued, which obviously you are not.

You can get an international driver's license in your home country. You will
not be issued a US state driver's license on a tourist visa. You have to be a
resident of the state in which it is issued, which obviously you are not.

Actually there's no residency requirement in certain states. And the
person may have not passed the driving exam in his home country in the
first place so he is not eligible for int'l driving license from his
home country.

No you cant get a US DL.
You could use your country's driver's license for 'bout 1 yr from the date you entered USA. Though you have to check some states if they do acknowledge this rule. Just bring along your passport everytime you drive as proof that you're still at the context of 1 yr-use of your local DL.

If the visitor will reside more than 1 month then he is certainly eligible
