I came to US on k-1 visa in last June. Got married to my fiance. I
applied for EAD, AP and AOS in September, before my k-1 expired.
Received EAD, AP and note stating that INS will take 18 months to
process AOS.
I then went to a nearby Social Security office in San Jose, CA in
October to apply for SS card. By then, my k-1 was expired but I did
not think that would be a problem. The person there told to me that
they will need to verify with INS before issuing to me a card. Its
been 2 months since I have applied for the card. I have been to that
SS office 3 times to check and the only answer I get is that they have
not received verification from the ins. I need the SSN to open bank
account, get driver's licence, etc. Is there anyway I can get the SS
office to speed up my application. Would writting to the SS
Commisioner or the local Congressperson help?

You'll need to deal with the INS if you hope to speed things along. The SS office won't do anything until they receive the verification from them. If you go in person, you may be able to walk the verification through. This worked for my wife and me in Atlanta. We had her number by phone the next day. The Congressperson approach has been known to work with immigration issues as well, although with this particular problem you can probably get things moving without such intervention.
