Nope. For the lottery (and for most quota purposes), the country of
birth counts, and nationality is entirely irrelevant.
It's a bit more complicated because you can also choose to use your
spouse's country of birth, or in certain rare cases your parent's
country of birth.
As far as UK goes: people with UK nativity do not qualify. However,
people with North Ireland nativity do qualify, as do people with Hong
Kong nativity.
