Default Refused green card 7 years ago - will they do the same again?

I was refused a green card 7 years ago after applying in the U.K. (I have a
use and possession of cannabis conviction as well as some driving
convictions). I was and still am married to a US citizen. The incidents all
occurred in 1991 (a bad year to say the least!).



If we apply again will they do the same, or will the length of time nullify
the charges.
